Roles and Responsibilities

  • S/He will be in charge of management of operations for Weighbridge Stations managed by ECWL. The operations manager will work closely with the Engineers representative to formulate ways of network monitoring and shall be required to be in the field frequently with company based and or/in collaboration with the client to monitor the network and static weighbridges operations in order to review operations and propose new approaches of addressing axle load control challenges.
  • The Operations Manager shall receive on behalf of the ECWL ALL instructions from the Engineer.
  • S/he will be in charge of installed physical facilities and management of operations of the contract. The operations manager will work closely with the Engineer’s Representative to formulate ways of network monitoring and shall be required to be in the field frequently with company based and or/in collaboration with the client to monitor the network around the Weighbridge Stations and operations in order to review operations and propose new approaches of addressing Axle Load Control challenges.
  • Ensure implementation of operational/ activity schedules
  • Develop a Quality Assurance Program of the Weighbridge in liaison with the Engineer’s Representative
  • Ensure that the Contract is managed in line with the Terms of Reference (TOR) and the general conditions of the contract
  • Management and Coordination of the ECWLs Staff assigned to the Weigh Stations
  • She/he will be required to have close coordination with the Police and in liaison with the Engineer’s Representative.
  • Ensure that the targets and thresholds for weighing compliance are achieved
  • Preside all site meetings as shall be convened by the Engineer
  • Assist ECWL to formulate performance improvement strategies for further discussions and implementation as agreed with the Engineer.

Key Qualifications

  • Possess a University Degree (BSc Mechanical / Electrical / Civil Engineering or Agricultural Engineering/Bachelor of Science Degree in a related field) from a recognized University.
  • Demonstrate competence and a minimum of Five (5) years proven experience in Weighbridge Operations Management and Three (3) years’ experience in activities related to weights and measurements and compliance of which shall include experience in managing Weigh– In – Motion (WIM) stations
  • Be a team player with have wide experience with Public or Private Sector and administration/management of a technical facility/project in a similar capacity.
  • Be of high integrity (certificate of good conduct a must), be well versed with the Laws of Kenya, especially, the Penal Code, the Civil Procedure Code, Company Law, Public Roads Act and the Traffic Act (CAP 403) of the Laws of Kenya, the East Africa Community Vehicle Load Control Act, 2016 and related amendments.
  • She/he should be computer literate and have excellent communication skills
